Draft 0.4 · revised allocation · 24 OCTOBER 2026

A symbol.
A shared intention.

Pre-launch proposal. The revised six-reserve contract has not been deployed on a public network or independently audited. No official pool, token sale, charity payment or airdrop is active. The previous test deployment is historical and cannot be rewritten.

Purpose

EVILEYE is a proposed culture-led community project inspired by the blue nazar amulet (evil-eye bead). Its intended activities are artistic collaboration, cultural experiences and transparent charitable initiatives. The symbol carries no claim of supernatural, cybersecurity or financial protection.

Participation and utility

Early discussions, art challenges and safety education should be accessible without purchasing a token. Potential token uses, subject to implementation and review, include community recognition and non-binding event preference polls. No governance, redemption, revenue share or access entitlement currently exists.

Technical design and deployment status

EVILEYE (EVY) targets Base Mainnet (8453), with testing on Base Sepolia (84532). The revised ERC-20 design has 18 decimals and a fixed supply of 1,000,000,000 EVY, minted once to six distinct reserve destinations. It has no later mint, transfer tax, blacklist, pause, upgrade or administrator function. Recipient addresses and any vesting contracts must be finalized before public deployment.

Legacy test contract: 0x3b7558F84a6729bfd0AE4003E3369542c5b920f4 on Base Sepolia. Its earlier allocation is immutable and is not the current plan or a mainnet token. A new deployment is needed to implement the revised allocation.

Supply and allocation

The revised plan divides 1,000,000,000 EVY across six purposes. These are reserves, not circulating supply, cash funding or completed distributions.

This revision replaces the previous founder, charity and market split. The earlier fixed charity-wallet distribution is no longer an active commitment. Charitable support is assessed within the treasury budget; no separate charitable percentage or per-recipient token entitlement is specified. The investor and partnership categories describe reserves, not completed deals.

Custody, release and founder interests

The former personal founder allocation is replaced by the team reserve. The founder may benefit from holdings and future sales, which must be disclosed. Team, investor, community and partnership release schedules, any cliff and treasury signing powers remain undecided. The token contract alone does not lock funds or enforce spending purposes. Publish any enforceable vesting contracts or explicitly unlocked status before launch. Several wallets controlled by the same person do not provide independent oversight.

Budget and real liquidity

The total project budget remains USD 2,000 including setup; paid advertising has no allocated budget. The 100,000,000 EVY liquidity reserve (10%) is not a cash deposit or an instruction to place the entire reserve into a pool. Available cash after setup, trading pair, pool size, price, LP ownership and any liquidity lock remain pending. Treasury token balances cannot be assumed convertible to cash at a displayed market price.

Culture, care and lasting work.

The treasury holds 200,000,000 EVY (20%). It is a token reserve, not a cash donation fund. Each activity needs available funding, an approved budget, a responsible organizer and evidence of delivery. No fixed split among activities is promised.

Cultural, faith & social gatherings

Explore art carnivals, community celebrations and voluntary religious or faith-inspired gatherings with local partners. Participation must respect different beliefs and require no token purchase. Begin with a small online pilot; physical events need a costed plan, permissions, accessibility and attendee safety.

Support verified charities

Assess the organization, its needs and its ability to use the proposed aid. Obtain acceptance through official channels and verify recipient custody. Record the approved amount, transfer and acknowledgment separately; disclose cash actually received independently from token quantities. No charity partnership is confirmed.

Direct help, with dignity

Consider essential food, treatment, education and temporary emergency support. Use clear need-based criteria, proportionate checks and a conflict-of-interest review. Where practical, pay a verified provider directly. Never require token ownership, religious participation, public photographs or disclosure of private medical records as a condition of aid.

Build useful community resources

Evaluate small artist grants, digital-safety education, open-source tools, accessibility and language improvements. Define deliverables and review completed work before further funding. Keep development costs distinct from aid so neither is presented as the other.

From proposal to public report

Publish the purpose, budget ceiling, funding source, responsible party and expected result before approval. The proposed treasury uses independently controlled multisignature keys; this control is not yet implemented. Record approved payments, receipts, unused funds and outcomes, protecting beneficiary identities. Community feedback is advisory until a governance system is actually deployed.

Events, prayer and charitable work can create social meaning; they do not change contract security or guarantee a higher token price. Start small, measure participation and useful outcomes, and expand only when actual resources allow.

Roadmap

Finalize six reserve destinations and release rules; test and review the revised contract; publish custody and launch terms; approve one small, costed cultural or assistance pilot; report results before expanding. Mainnet deployment, liquidity and each payment require separate final transaction approval. No event date, grant, partner or outcome is guaranteed.

Community rewards and airdrop

Any airdrop would come from an approved portion of the 350,000,000 EVY community reserve (35%). No claim is open. Publish eligibility, quantities, timing, abuse controls, appeals and privacy terms before collecting wallet addresses. Participation must not require payment to unlock a reward, a recovery phrase or a private key.

Impact reporting

No charitable payments or completed events are reported yet. Future reports should separate proposed budgets, approvals, token transfers, confirmed receipt and cash actually used. Publish event attendance and delivered services rather than token-price claims. Obtain consent for recipient names and keep private correspondence and sensitive records off the public website.

Security and transparency

A proposed treasury setup uses independently controlled multisignature keys, offline recovery backups and public transaction records. Wallet roles must be verified before funds are routed. Publish verified contract source, chain ID, official contract address and exact review scope before launch. Audits reduce but do not eliminate risk. Production keys and recovery phrases do not belong in website files or the source repository.

Communications and organic marketing

The paid advertising budget is zero. Initial promotion is planned through founder-controlled Telegram and Instagram content, original art, educational posts and honest delivery updates. Drafting assistance does not create audience reach, paid placements or guaranteed engagement. Followers, milestones, partnerships and trading activity will not be fabricated.

Project domain supplied by the founder: evileye.top. Community channel supplied by the founder: t.me/evileyec. Ownership and operating access need verification. Instagram is not connected. Publish a token contract address only after verifying deployment.

Risks and accountability

Token holders can lose all value. Risks include limited liquidity, concentrated control across nominally separate reserves, unlocked holdings, key loss, contract defects and failure to fund proposed work. The allocation does not create a right to treasury assets, income or aid. No independent audit, legal registration, national affiliation or confirmed partner is claimed. Publish actual operator information before a financial launch.
